The local energy transition requires concrete tools, shared strategies, and governance models capable of supporting municipalities and territories in achieving increasingly ambitious sustainability goals.
On 27 May 2026, the joint Step-WISE & Plan4Cold event will take place at Circolo della Stampa in Turin, bringing together local authorities, public decision-makers, and stakeholders involved in urban energy planning.
The event stems from the collaboration between two European projects working on local energy transition and will provide an opportunity to discuss digital tools, regulatory requirements, governance models, funding opportunities, and stakeholder engagement strategies.
The event is held under the patronage of ASSURB – Italian Urban Planners, Agenda 21 Italian Local Authorities, and UNITEL – Italian National Union of Local Authority Technicians.
Event Programme
In the first part of the event, the Step-WISE project will present use cases developed across five European contexts (Bulgaria, Spain, Cyprus, Mediterranean islands, and Italy), sharing experiences, results, and lessons learned in urban-scale energy planning.
The second part will focus on the Plan4Cold project, with particular attention to Italian municipalities with more than 45,000 inhabitants. Practical guidelines and support tools for the development of Sustainable Local Heating and Cooling Plans will be presented, in response to the new obligations introduced by Article 25 of the EED Directive.
The event will provide an operational exchange aimed at supporting municipalities in defining effective strategies for the energy and climate transition.

The day is part of a broader discussion framework: on the morning of 27 May, at Fondazione LINKS, the Step-WISE project will participate in the European TIPS4PED project event dedicated to the development of Positive Energy Districts (PEDs). During the National Roundtable with Italian cities participating in the “100 Climate-Neutral and Smart Cities by 2030” mission, the experience developed in Turin, together with other Italian best practices, will be shared.
